How long have you been playing?
Been playing on and off for 5 years, but have been active for the last two years.
Have you ever been in low sec?
Over the last two years I'de say I've spent 45% of my time in high sec and 45% of my time in wormhole. Which leaves about 10% of my time spent in low sec and no time in 0.0.
Do you run missions or complexes in low sec?
I tried doing some exploration down there, it just made me sad and I stuck to my C2/C3/C4 wormholes.
If not, why not?
Because missions and complexes are imbalanced in low sec towards the agressor. A PvE ship is forced to tank his attacker and rats. Also, the PvE ship is forced to tank two damage types for the mission which leaves him with massive resist holes. Or he can fit omni, which is sub optimal most of the time.
For me to run missions in low sec NPC's would have to behave EXACTLY like sleepers, that way I'de have a fair shot of living if I'm attacked since my agressor wouldn't just have to deal with just me.
Are rewards in low sec in line with the risk?
No, infact I feel the rewards for 0.0 - 0.4 should be roughly the same. Sec status doesn't mean anthing for systems theres only two groups that matter:
1.0 - 0.5 you're relativly safe here. 0.4 - 0.0 You're going to get shot here.
I don't die any less quick because I'm in .4 as opposed to .1, if I'm risking my ship the rewards should worth it.
Is the risk in low sec over-stated?
It wouldn't matter if it was, the rewards are garbage. I have no reason to go out there. Local gives my location to anyone with half a brain cell meaning there's no way for me to really make money efficiently. Removing Local in 0.0 and low sec would increase the likelihood of me going there (assuming rewards were increased) by 100%.
Would education from savvy players about how to mitigate risk in low sec encourage folks who didn't just want to AFK L4's to operate there?
I know exactly HOW to mitigate low sec risk, the problem is DOING it reduces the efficiency of making money. Which means theres no point.
What is the number one change to low sec that would cause you to considering doing missions and complexes there? (Be realistic! "Kick the pirates out!" is humorous but not realistic. )

Do you believe it is possible to make low sec changes that would allow both pirates and carebears to co-exist profitably without crippling either's play style to extinction? Why or why not?
Pirates don't have a playstyle if they have no targets.
